In the organizations that do relief work, they require you to have a license which can be in any of the states. Most of these relief workers are under a doctor’s supervision so you would not be working alone although you may be allowed more independence as a nurse practitioner especially if it was in an area where you were doing inoculations to large numbers. Once it was set up under a doctor you may be the only medical person there but a doctor would still be responsible for your work. The best thing for you to do would be to contact one of the groups like the Red Cross see what their rules conditions were so you know what to do. Working in these groups is a great way to help in disaster areas helping 3rd world people.Good luck.
